Synopsis: The rise in population and the growing industrialization of certain areas of the world—until recently disconnected from the Western capitalist system—have turned water access into one of the most pressing international issues. Managing water basins in a world where climate change is increasingly reducing the global availability of “blue gold” means—not only today but even more so in the future—governing not just tangible, quantifiable resources but also wielding significant political and social power. This text analyzes three case studies from the wider Mediterranean region (Israel, Egypt, and the Gulf states), which have historically experienced severe water stress. It provides a comprehensive overview of the national and international dynamics at play and examines how these three actors use, manage, and leverage water resources for purposes that go beyond merely sustaining their populations.
